   A message from His Holiness the 14th Dalai Lama will be read out,
   and His Holiness the Drikung Kyabgon Chetsang Rinpoche,
   ministeries and dignitaries of the State Government, ministries
   of the Tibetan Government in exile and religious leaders of the
   region will address an opening ceremony.
   Right after the speeches, the traditional dances and other
   performances will be presented.
